Taking on Pain Management Patients with Confidence: DEA Compliance, Documentation, and Practical Approaches to Continuity of Care

Course Details:
When a physician retires, dies, or can no longer prescribe controlled substances, patients can suddenly lose access to essential treatment. These disruptions create significant challenges for both patients and the physicians asked to assume their care. Join us as we help physicians confidently evaluate, treat, document, and manage patients affected by disruptions in care while maintaining compliance with state and federal requirements.

Hour 1: Patient Access Disruptions, Clinical Response, and Continuity of Care
Presenter: Kelly S. Barth, DO, MUSC Health

At the conclusion of this session, participants will be able to:

1. Recognize the clinical and patient safety challenges associated with disruptions in access to opioid and other controlled-substance prescribing due to clinician retirement, relocation, or regulatory action.
2. Conduct a comprehensive clinical assessment of patients transitioning from another controlled-substance prescriber to inform safe, evidence-based treatment decisions.
3. Develop evidence-informed treatment plans for patients transitioning from another pain or controlled-substance prescriber, including decisions to continue, modify, taper, discontinue, or transition opioid therapy.
4. Apply patient-centered communication and shared decision-making strategies to build therapeutic relationships, discuss treatment recommendations, and establish realistic expectations during transitions in care.
5. Identify when additional safety measures, including naloxone, buprenorphine, or referral for addiction evaluation and treatment, are appropriate.

Hour 2: Controlled Substance Regulatory Requirements
Presenters: Leah Garland, Diversion Investigator, DEA; and Jillian Beck, Agent, Bureau of Drug Control, South Carolina Department of Public Health

At the conclusion of this session, participants will be able to:

1. Describe the regulatory roles and responsibilities of the Drug Enforcement Administration (DEA) and the Department of Public Health (DPH) Bureau of Drug Control in overseeing controlled substances, including registration, inspection authority, and enforcement mechanisms.
2. Demonstrate proper controlled substance accountability and documentation practices, including procedures for identifying and reporting discrepancies or potential diversion.
3. Identify the legal and clinical requirements of a valid controlled substance prescription, including prescriber authority, patient-specific criteria, drug scheduling considerations, and mandatory elements needed to ensure compliance with federal and state regulations.
